my iphone 3gs will not activate

After downloading the new itunes I went on to update my iphone 3gs but some how i re set phone to factory settings now I have tried to re install back onto phone but I cannot get past activate because the phone keeps failing to activate to get me to the next step, Can any one help please. I do not have a sim card in the phone, does this make any affect to activate phone.   Brian Mitchell
