'm not recieving texts from other networks

I just got an iPhone 5 and updated to 6.0.2 pretty much right away. It seems that when someone on another network from AT&T, when they send me text I get it, with the time stamp they sent it but hours later. Do I have a setting wrong? No settings were changed, except adding my cloud account, from my 4.
