Hotmail problems on iOS devices solved yet

Has there been a fix to the problems with Hotmail accounts on iOS devices?  I have taken all the steps to delete and add the account, using both the standard Hotmail account option and later using the Exchange account option. I have "rebooted" both my iPad and my iPhone and nothing is working yet, relative to getting my Hotmail email. I know there are emails there, because I checked it using a web browser the old-fashioned way.  I just get the message that says: "Cannot get mail.  The connection to the server failed."
