Iphone 4S lock to network provider like 5

Apple tell me the Iphone 5 will lock to which ever mobile network provides your sim. I.E. the first time you put a SIM in the phone, the phone will lock to that provider. My question - does the 4S do the same?

And if so - can you unlock it again?
