phone not work at all

Last night I downloaded the latest update for Ios, and today my phone stoped working.

After charging it bleeps every now and then (as if it's completely charged), screen shows battery, but touch-screen does not react to anything. How to proceed?

It's locked, can't get 3G or wifi.
