HT4528 How activate my iphone

I've been trying to activate my phone for hours. I've turned it on and connected it to itunes, and it still isn't activated. I'm unsure of what's wrong. I've followed all of the directions and it still isn't letting me call anyone. Can anyone give me any advice on how to fix this issue?
