Screens stopped rotating. Rotating unlocked. Restart/Restore from Back Up not helping

Hi,

My screens have stopped rotating on Safari and Camera/Photo Library. Maybe more, but these are all I've tried for now.

I have double tapped the home button and slid to the right to find the lock/unlock rotating icon. It is set as "unlocked." This hasn't helped.

I have restarted the phone. This hasn't helped.

I have backed up the phone to itunes and restored from backup, this has not helped either.

Is there anything else I can do to try and fix this? I don't want my camera to constantly take pictures vertically.
