Unable to download new apps

Had this problem for a while now.

(iPhone 4S, 6.1.3)

Whenever I try to purchase or download a new app from the App Store on my phone, I input my apple password and then the "Installing" turns instantly into the price ignoring my attempts to download.  I am fully able to download updates using the same method and I can download from iTunes and sync using a cable, but I cannot download directly from my phone.

There is nothing in my iTunes or Apps download queues, nothing "waiting", it just doesn't download.
