My ringtones won't download to my iphone from my computer

I have an iphone 4.

I downloaded some ringtones to my computer, downloaded itunes to my computer, and when I sync my phone to my computer, all it does is download my stuff from my phone to my computer, but not from my computer to my phone. I'm not sure what to do, as the new itunes layout is very different from most that I've seen. My husband has a different layout and all he does is sync his phone and everything works fine. I'm new to itunes. It's very confusing to me. I don't even know how to get all of my songs into itunes other than playing each individual song. It then shows up in itunes, but it still won't go to my phone.
