Activation policy

Hi, I bought a Verizon iPhone5 under contract but then I had to broke it up since I had to come back to Italy. I knew that the iPhone was unlocked even if I couldn't use LTE, and here it worked well for 3 months. When I upgraded to 6.1.3 the cellular data network started to crah, or to show 3G and full signal without really working. I went to the Apple Store and they told me that the problem is on the Activation Policy which should be True,while it is still False.

Is there anyone who can help me or tell me how to change the activation policy?
