just purchased an unlocked iphone 5. live in China and don't have sim card for it yet. Can still set up phone and add contacts etc. now or need to first get sim card

I just purchased an unlocked iphone5.  I live in China and don't have the sim card yet to put into the phone.  Can I go ahead

and at contacts and photos, etc. to the phone now, or do I first need to get the sim card?  Although I have had lots of apple laptops, ipods, etc., I

have not had an iphone before so am not sure if I can do this or not before getting the sim card.
