have an iPhone 5 and Outlook 2007 calendar after an initial successful sync to iphone it will not update on subsequent syncs. What am missing

The sync is on a PC with Windows 7, iTunes 10.7.0.21, iPhone 5 (6.0.1) and Outlook 2007.

I have reset the sync history in iTunes as well as replaced the calendar info numerous times (info tab), I've deleted the calendar and re-added it... yet each time after the initial sync it will not update with new appointments/meetings or delete/move appointments/meetings that are updated in Outlook when I sync.  Outlook is my authoritative source as it is a corporate calendar but I am not using any "enterprise" tools to manage the sync as that is not available in my company.  I can see my calendar on the iPhone, that's how I know the updates aren't coming through, I do have the correct calendar selected in "settings" and in the calendar app on the iPhone.

Appreciate any thoughts on this as I found nothing in my intial search of the communities or when Googling.  Most issues with Outlook 2007 are, as expected, from 2007/8/9.
