Hello all Wifi hotsporting missing in os 6.1.3

I'm using IPhone 4 and have just update to os 6.1.3 and I found that there was missing the Wifi hotspot in setting.

That means I could not use my iPhone as a wifi hotsporting anymore.

Is there any experience and solution ?
