If bought Iphone in USA from oficial Apple Store can change it in my country under international warranty

There is an oficial re-seller of Apple company in my country (Kazakhstan). I called them and asked, they said the international warranty doesn't cover Kazakhstan. Hello how come? (.  I really disappointed of Apple company,  I thought Apple take care about its customers all over the world that's why people love Apple, but in my case I can't do anything. Apple is losing a market sense. What a shame!!!!
